Does anyone know how to get in touch with the Property Management Company who owns the complex?

I am attempting to step over management at the complex.

this backyard is nasty (this is not the only one) a pit bull lives here and the lease says no dogs more that 30lbs this dogs barks ALL the time and at kids too. Yards should be kept up with and its not. ( you cant see but there is dog poo everywhere).
