What is the average price for utilities, including heat and hot water?

I know that utilites for every apt is different, but are there any single people here who can tell me what the average cost is monthly? I just signed a lease for Whitney, thinking utilities were included.I found out differently.I'm a little concerned.

this backyard is nasty (this is not the only one) a pit bull lives here and the lease says no dogs more that 30lbs this dogs barks ALL the time and at kids too. Yards should be kept up with and its not. ( you cant see but there is dog poo everywhere).
