Is the area around Whispering Meadows (Oildale) bad enough that Non-White renters need to have apprehensions?

Thinking about moving out there because the apartments looked nice and staff seemed very friendly. However, heard the area was deplorable. Racists, drug dealers, low class people in general. Having second thoughts about the area now. Please help by providing feedback.

the druggies are in the apartment complex behing us and there are lots of family of color here...mosty by the gym (i dont know why)

this backyard is nasty (this is not the only one) a pit bull lives here and the lease says no dogs more that 30lbs this dogs barks ALL the time and at kids too. Yards should be kept up with and its not. ( you cant see but there is dog poo everywhere).
