Why is it that I received a notice saying they're upping my rent at Walker Manor to $1,000/mo, which is "$9 under market price!" but when I called and pretended to be a prospective renter, the exact same apartment only costs $979/mo? Can they do this?

this backyard is nasty (this is not the only one) a pit bull lives here and the lease says no dogs more that 30lbs this dogs barks ALL the time and at kids too. Yards should be kept up with and its not. ( you cant see but there is dog poo everywhere).
