Move out inspection...

I asked the manager to come inspect the apartment in front of me before I handed in my keys when I moved out. She said everything looked great and she would put the paperwork through immediately. When I got my deposit back they kept part of it because they said the blinds were damaged. The manager didn't mention this at all when she inspected my apartment. Apparently they had someone else go through after I moved out and they said they found the blinds to be bent. When I called and asked to be shown the damage they refused and said that I would have to contact a lawyer. Is it legal in Washington for them to inspect the apartment, find damage to charge me for and refuse to let me see it? It seems like they could just say there was damage even if there wasn't if that's the case!
