The utilities were not included. The apartments have a formula for dividing the utilities used in your building plus lighting the grounds, watering the grass and the swimming pool, etc.. For 2 1/2 years they were approximately $85 a month billed by the apartments and between $20 and $30 for electricity through CS Utilities. The last 6 months they were in the $47 - $55 range billed by the apartments plus CS Utilities. (I have been gone about 7 months.) The heat does not always work and they were not always quick to fix it. If an air bubble gets in the pipes anywhere before it reaches your apartment you are out of luck. Check to see if they redid the heating system when they remodelled the apartments. They had not while I was there. The apartment fire was started when they hired a contractor to fix a problem with the heat in one apartment, neither the contractor nor the apartments felt it was their responsibility to reimburse tenants for costs associated with the fire (dry cleaning, re-doing laundry, a night in a motel so you could breath and/or have heat) or "de-smoke" the building. I spent over a day without heat with the windows cracked in November (and the weather was cold). Others said they went without heat longer.
