Have the problems with the college tenants and noise been getting better or worse?

I will be moving there in about a week, and will have a newborn in January, so I want to make sure it is a safe and peaceful area.

this backyard is nasty (this is not the only one) a pit bull lives here and the lease says no dogs more that 30lbs this dogs barks ALL the time and at kids too. Yards should be kept up with and its not. ( you cant see but there is dog poo everywhere).
