Would it be terrible to live in an apartment with an 18 month old?

Me and my husband are living with my in-laws and we are desparate to find another place to live most of what we've seen is apts. we've never lived in an apartment before and we're kind of afraid our (rather noisy) 18 month old daughter will disturb our neighbors and cause problems.

this backyard is nasty (this is not the only one) a pit bull lives here and the lease says no dogs more that 30lbs this dogs barks ALL the time and at kids too. Yards should be kept up with and its not. ( you cant see but there is dog poo everywhere).
