my friend and I are thinking of moving in together and we have a small dog and a golden retreaver, and I was wondering on if pets are allowed?

this backyard is nasty (this is not the only one) a pit bull lives here and the lease says no dogs more that 30lbs this dogs barks ALL the time and at kids too. Yards should be kept up with and its not. ( you cant see but there is dog poo everywhere).
