Is the strange smell there always there?

When I went to check the apartment out today about noon it smelled like something had died or had not taken a shower in years, but the smell was all over the front of the complex, is this normal there? Is it a sewer problem or something?

this backyard is nasty (this is not the only one) a pit bull lives here and the lease says no dogs more that 30lbs this dogs barks ALL the time and at kids too. Yards should be kept up with and its not. ( you cant see but there is dog poo everywhere).
