I've had 8 different water issues in the past 15 months. Is there recourse?

One water issue has happened 4 times. Management has been responsive to get the issues repaired but there always seems to be something happening (usually from the adjointing units). I've had my clothes cleaned 3 times but management won't reimburse me due to leaking roof. Carpet pulled up due to leaking water heaters. Mold from all the water in my unit. Can I break my lease legally or request a discount on my rent?

If management has been responsive, they are making a effort. You stated some problems have come from adjoining units.While this is very inconvient for you,and perhaps unlucky, it is not at the neglect of management. Perhaps you can request another apartment.

Only when you can prove the negligence of management, can you break your lease. When either party does not abide by the contract, only then can you legally break the contract.

Mail all request in writing, sending it certified mail.

While it's not the managements fault due to neglect, it sure has been a difficult situation for you.

I would request a transfer to another apartment.

check up on the environmental protection agenciy for mold issues and you should also google search tennant rights laws for your area. you shouldnt have to pay rent and they might owe you past rent.
