What utilities are paid at Steeplechase apartments in Cabot, Arkansas?

The apartment's ad says that the units are cable ready and some utilities are paid. Yet, a friend of mine said that she had to pay all her utilities. I think that she said that she paid $40 a month for water and never received a water statement or receipt.

The trash removal is paid as we provide the dumpsters. We have a monthly water fee, that is billed to the resident from a seperate company via USPS($20 for a 2b/ $30 for a 3b) and the residents are required to pay electric through Entergy. Our units are all electric and are very energy efficient.

this backyard is nasty (this is not the only one) a pit bull lives here and the lease says no dogs more that 30lbs this dogs barks ALL the time and at kids too. Yards should be kept up with and its not. ( you cant see but there is dog poo everywhere).
