To my understanding they can if the reason is to gather their personal belongings.

Yes they can. If they have
1) their personal belongs stored there
2) have recieved mail there
3) been living there for more than 2 weeks.
This typically contradicts the lease agreement thats why lease agreements say you have have overnight visitors for more than 2 weeks.
The police typically don't "help" someone break in unless they have probable cause they want to get in as well.
