Was wondering knew about the electric situation: I heard that the Regency divides the building as a whole for electric, not per unit. This seems to be an unfair rip off. Any details?

this backyard is nasty (this is not the only one) a pit bull lives here and the lease says no dogs more that 30lbs this dogs barks ALL the time and at kids too. Yards should be kept up with and its not. ( you cant see but there is dog poo everywhere).
