Is it usual in DC for management to recommend that tenants install wall-to-wall-carpeting?

I made some preliminary inquiries and put down a deposit on an apt. in Quebec House. In reading over the materials I was given, I noticed that the management recommended that tenants (at their own expense) have wall-to-wall carpeting professionally installed over the new parquet floors to protect the flooring from damage and to make it quieter for other tenants. I've never heard of tenants in a rental being asked to provide their own wall-to-wall carpeting. Is this normal in DC? Is it legal? How have other Quebec House tenants dealt with this recommendation?

Honestly, I don't even remember getting that info in my packet when I moved in several years ago, but we changed management companies a few months ago and it might be something the new company recommends. I can tell you that the vast majority of apts here do not have wall-to-wall installed so I wouldn't worry about it unless Community Realty is requiring a hefty deposit to guard against floor damage (and even in that case, losing the deposit is probably still more affordable than installing carpeting at your own expense).

In my resident handbook, there is definitely something about carpeting, but I read it as more a requirement to have something on the floor, not to have wall-to-wall installed. We have a few area rugs down, and can see the parquet in other spots. We've never had an issue with that.

In the grand scheme of things, it's a bit of a courtesy thing for your neighbors below as well, because it muffles sound. But no, no one made us have wall-to-wall installed.

When I moved in here I was told it was a courtesy to the tenants below you to have area rugs on the floor, especially if you tend to wear shoes in the apartment. I never heard anything about having wall-to-wall carpeting installed and I doubt any tenants actually do that.
