What is a good area in Portland to relocate to for a family with a 4 y.o. child?

Moving in several months, looking for a decent apartment close to good preschools and not far from Downtown. Want to live with the Portland crowd but not ghetto or loud college folks.

this backyard is nasty (this is not the only one) a pit bull lives here and the lease says no dogs more that 30lbs this dogs barks ALL the time and at kids too. Yards should be kept up with and its not. ( you cant see but there is dog poo everywhere).
