Can the new owner of the building an individual live's in, amend new rules regarding pets not in the lease?
After years of living here, they suddenly are telling all cat owners that thier cats must be on a leash to be outside. Verbally-only, nothing in writing.

Laws pertaining to this can vary state to state. The best thing to do is check your local and state law and check your lease. Generally however, a notice of change of terms is required in writing.

A landlord can amend any lease as long as it does not take place until after 60 days from notifying you
