Is there a set ceiling for yearly rental increases in Pennsylvania?

I have had a three year lease for a 2bedroom, 2 bath condo, all utlities included, and the rent has been $1200.00. If I desire to renew the lease, the rent will be $1550.00, again with all utilities included. The owner lays blame for the increase on the increase in condo fees and property taxes. A 30% increase seems usury and even averaging 10% annually, the numbers just don't add up.

Any advise in dealing with this problem is appreciated.
