I noticed that other Broadmoor Apartments allow dogs, why not Old Cheney Place?

I noticed that Highpointe Apartments are now allowing dogs. Why can't you allow dogs at Old Cheney Place? My life would truely be alot better and worth living if I could have a dog. I love it here, but I am looking for a place that will allow dogs. Please answer this for me. I have been thru a life time of problems in the last few months. I really love living here, but a dog would it more complete and happy for me.

this backyard is nasty (this is not the only one) a pit bull lives here and the lease says no dogs more that 30lbs this dogs barks ALL the time and at kids too. Yards should be kept up with and its not. ( you cant see but there is dog poo everywhere).
