my neighbor turns up the sub woofer and I can feel the low thumping all night. Complaints don't seem to work.

If you haven't done so already, mention to them directly what the problem is. If nothing changes try sending them a letter saying you have asked once and are asking a second time. If nothing changes you can tell the leasing office you will not renew the lease because of this issue. If they want tenants to stay they may intervene.

I would go and beat his head in...asking once should be enough, some people only understand violence.

YOu can call the police, depending on the noise legislation in your area. Perhaps you can have a noise complaint/violation/citation given.

There is a 10:00pm noise ordinance in Fairfax County. I just had to call the police about a week ago for a neighbor leaving their barking dog out all night. They live across the street in from out but sound carries. Many people are down right disrespectful. It was nearly midnight on a Wednesday night. I don't know how THEY were dealing with the barking themselves.
