Leasing office states they can't do anything about neighbors playing loud music. Is that true?

Yes they can do something. You have a right to the quiet enjoyment of your home. Unfortunately the office has chosen to side with the noisy tennant. If it's really bad (prevents sleeping) you can file noise complaints with police.

I would say call the police and get documentation. Provide this to the leasing office. If they do not act on it they will not be holding up their end of your lease. The first poster is right, quiet enjoyment is your right as a resident. If you do not provide documentation to the office what proof do you have that this is actually happening? I wish you luck, nothing is worse than a noisy neighbor.
