how many people can live in a 1 bedroom apartment?

because we have foreigners moving into one bedroom apartments with children, wives and babies and when the landlord is informed, they act like they don't know about it. Well I know about thanx to the screaming crying babies and I'm sure the others nearby do too. Is it legal to have so many people living in such a small apartment? Can ANYTHING be done?

Something can be done but it is difficult. The first thing the management needs to do is PROVE there are that many people living there. You seeing people come and go or hearing kids crying just doesn't cut it. They would need to serve them notice of their intent to enter the apartment and hope to find some evidence of illegal/excessive occupants. To answer your questions: Most communities allow 2 people per bedroom and 1 in the living room. This includes babies/children.

Well I do know that at least three live there: mom & dad and at least one child.

They've also recently added a dog, as I heard the whimpers of a puppy coming from there. (Pets are allowed here but only one per apartment under new rules.)
