how can I stop the neighbour from upstair to pounding on my ceiling day and night

i complained to the rental office, they do not want to deal with it. i am suffered from the pounding noise above with echo , all the way even after 11 40 pm. i cannot sleep , read nor even watch TV. I think they are violating the lease by not donig anything

Check your lease to see if they mention Quiet Hours. If the other renter is making noise late at night you have grounds to take action. The leasing office can't just wash their hands of the problem (as so many do) since you have the right to enjoy your own home. Write a letter to the management stating the problem and tell them you have a right to a quiet night's sleep.

The simple fact is that there is little the management can do in these cases.

Sure, most standard leases have a "quiet enjoyment" provision but a landlord has little authority to enforce it- especially if it is not music. Inform the management of the problem. Ask (and be polite) the tenants above to quiet down. If they refuse then simply call the police and let them ask the tenants to knock it off.
