i was told someone wanted to get me a puppy or a cat but i want to be sure whether or not to tell them it is a good idea because i am looking into this apartment complex

this backyard is nasty (this is not the only one) a pit bull lives here and the lease says no dogs more that 30lbs this dogs barks ALL the time and at kids too. Yards should be kept up with and its not. ( you cant see but there is dog poo everywhere).
