Why is credit so important whne applying to rent at these apartments designed for low income families?

I need a place to move to for myself and my two boys. I don't have the best credit at this time. I am a student attending a college online for my bachelors degree in criminal justice.

this backyard is nasty (this is not the only one) a pit bull lives here and the lease says no dogs more that 30lbs this dogs barks ALL the time and at kids too. Yards should be kept up with and its not. ( you cant see but there is dog poo everywhere).
