Can anyone tell me if there are any problems with pests or rodents in these apartments.? noisy neighbors? Safety issues?

this backyard is nasty (this is not the only one) a pit bull lives here and the lease says no dogs more that 30lbs this dogs barks ALL the time and at kids too. Yards should be kept up with and its not. ( you cant see but there is dog poo everywhere).
