I just moved to the country and was wondering why this place doesn't go with the LA DWP for both water and electric bills.

It does - for electric bills. For water - it doesn't, apparently because there is no way to track individual usage.
So what they do is bill you every month for a portion of the building's water and trash bill, and add it to the lease. For our 2+2, it comes out to about $35/40 a month extra. It's different every month.

cool thanks! So basically everyone pays a flat rate for water usage here? Do you have an idea how how much it is per month?
