I am concern about apartments where utilities are the responsibility of the tenants. I need some advise on this.

you pay for everything not worth moving here. the walls are so thin and is so expensive you pay for water/sewer,gas/heat/trash/pepco etc. look somewhere else!!

this backyard is nasty (this is not the only one) a pit bull lives here and the lease says no dogs more that 30lbs this dogs barks ALL the time and at kids too. Yards should be kept up with and its not. ( you cant see but there is dog poo everywhere).
