Why people on ground floors cannot sit on their patios at night?

Because I have heard some of the other tennants complain about it. They have patios so why not sit on them on plesant evenings.

this backyard is nasty (this is not the only one) a pit bull lives here and the lease says no dogs more that 30lbs this dogs barks ALL the time and at kids too. Yards should be kept up with and its not. ( you cant see but there is dog poo everywhere).
