Is vista better then oceanside california as far as crime and break ins?

I have never been to california and I am planning on moving there in june to work in camp pendleton. I was wondering if this apartment is in a good location because i seems oceanside is kinda run down

this backyard is nasty (this is not the only one) a pit bull lives here and the lease says no dogs more that 30lbs this dogs barks ALL the time and at kids too. Yards should be kept up with and its not. ( you cant see but there is dog poo everywhere).
