I was wondering if conditions have improved in the apartments?

I am moving in on Monday 24th. I have not signed the lease yet but all the reviews are kind of turning me away from it. Please advise on current conditions I think they have new management right?

this backyard is nasty (this is not the only one) a pit bull lives here and the lease says no dogs more that 30lbs this dogs barks ALL the time and at kids too. Yards should be kept up with and its not. ( you cant see but there is dog poo everywhere).
