The renovation is not actually going floor by floor, but apartment by apartment as people move out, or when they are up for renewal, the company apparently provides incentives to move to an already renovated apartment in the building(we haven't come up for renewal yet, so I am not sure how strong the incentives are). The wing of first floor apartments that was flooded did have work done on it -- not sure whether they were full renovations, so you might have to ask. I presume they will offer you a renovated apartment, since they have a target of finishing the renovations by mid-2009 (they never make these, because they are always too optimistic).
