Is this a good, safe place for me and my daughter to stay? Is it a quiet place and are the neighbors noisy?

I ask because I am looking for an apartment to rent and I want to make sure that mine and my daughters safety is considered. And I want to be sure that the management is on target with what they say.

this backyard is nasty (this is not the only one) a pit bull lives here and the lease says no dogs more that 30lbs this dogs barks ALL the time and at kids too. Yards should be kept up with and its not. ( you cant see but there is dog poo everywhere).
