I was interested in moving here in the next couple of months. I have 2 kids and wanted to know the major concerns.....
-slow maintenance request response time (biggest problem)
-roaches
-kids out in front of your apt...(can be annoying at times)
-gang activity
-note that we had no kitchen drawers in a remodled one bed room.
I would rate this apt complex a 3 (out of 10).

I would suggest you look up your local Department of Health, you can proceed up to the state level. If the mold is black then I think it's even more dangerous. I would suggest that you go to www.epa.gov and look up mold under the office of Air & Radiation, Indoor Air. A faster route may be to call your congressperson or senator and have them get the EPA person that you need to speak with. If you have asthma or other health related issues, then I would start with the Department of Health.
