It is whose responsibility to stop the light and power after a tenant moves from the APT???
i m asking becoze we got a BIG BILL OF 400$ which we havnt used at all.....but only that it was not terminated from the adminstration.

In all my experiences the tenant is responsible for electrical utilities. My apartment complex actual had a page in the lease which stated that the tenant was responsible. Good luck fighting the bill though.

The building administration is not responsible for terminating utilities. That falls back on you. HOWEVER, many utilities will accept proof that you no longer resided in the apartment after a certain billing period. If you were legally evicted provide a notorized statement of the date that you moved out along with a copy of the eviction as proof.
I assume that your landlord was able to rerent the apartment and generally the power company will adjust the new tenant's bill to reflect the use after they moved in.

The tenant and account can not be closed until the account holder does it.
