Why wouldn't they be allowed to?

I'm not 100% sure but I think that became illegal in California several years ago. I had been looking for a place a while back and had heard landlords can only charge 1st and last or 1st and deposit but not all three.

A landlord can only charge you first months rent and a security deposit of up to 2 and 1/2 times the rent. So if your rent was $1000 a month you could be charged at move in $1000 rent plus a security deposit up to $2500. That doesnt include other things like credit checks etc,.

As per rammifications, probabaly just get back the extra money you put down unless you can prove other damages.
