Who is responsibale for enforcing renter's right's when they have been violated by the landlord?

5+ years & still no working heat. Have documentation of severial notices to owner/opperator about it. still no heat! I want compensation!

No working heat in the apartment could potentially make the apartment uninhabitable. My advice to you would be to consult a tenant/landlord attorney.
However, you could try doing it on your own but it could backfire. You would need to put continuing rent in an escrow account instead of paying it. Then write a letter to the owner/manager stating that and the reasons why. Best thing to do is find the actual law and info, do a search of the California Apartment association, I think is www.caa.net but not sure. I really dont reccomend doing it on your own. In this case, legal counsel would be best.

Wow. After 5 years, my real question is, WHY ARE YOU STILL THERE???? That's way too long to wait for heat. It is against the law. The easiest thing to do is call the HEALTH DEPARTMENT and make a complaint.

Call your local code enforcement office. All apartments must have working heat available to the tenant.
