What type of capital improvement is allowed in apartmants while a tenant is living there?
Because they are converting closets into laundry facilities and this necessitates ripping out carpet, digging out concrete floor (with jack hammer) to lay or get to pipes in the living room. This isn't emergency work.

They have EVERY right to do that. They do own the property and if you read your lease, there is going to be a paragraph that speaks to this.

What if part of the apartmen: like use of water, hence showers and cooking and use of bedrooms is not inhabitable/usable everyday for 9 to 10 hours?

They have the right, with proper notice, to enter and do repairs and or alterations in your apartment. However, this can only be done during normal office hours. I do ask of you one thing, your manager did not schedule or plan these things and believe me your manager is hating all the complaints.. it would be there boss and or the owner you want to be made at.. the manager is just doing there job.
