How do I get a tenant out of my apartment complex for breaking a lease rule, that the owner will do nothing about?

Im asking this because I want some opinions and if someone has an answer that would be great.

Totally depends on the "lease rule", need more info.

In property management, as in life, the squeaky wheel gets the oil. Keep registering complaints with the management/owner, and they will get tired of hearing it, and finally do something about it. Be careful, however, that you are following all the rules, and especially paying your rent on time, so that it doesn't backfire on you. Landlords want to keep the good tenants, not the bad ones. But remember, if you live in a complex and have neighbors, there has to be a certain amount of tolerance, so don't go being a tattletale on every little thing.

you, as a fello tenant, are pretty powerless in such cases. Maybe-buy the building,or according to the Anarchy guide to Feng Shui you should have an injuction slapped on them but I don't think that's really an opption. Seriously, if they are that bothersome -move.Have they broken any local or state laws?

Well, if the owner and/or property manager are knowlingly and continually letting a rule be broken and failling to do anyhthng aboutit, technically it isnt a rule anymore. There have been court cases over this and basically if it happens I think 3 times or more consistantly or regularly, including paying rent 3 times in a row late and not being charged late fees then on the forth time being charged late fees, you have basically become acustomed to this and therefore the manager cant charge you the late fee or impose the rule.

The break of the rule needs to be DOCUMENTED. This is very important for the management because they need to make sure they have good evidence in case it goes to court for eviction someone. For every incident, report it in writing. It helps for others to do the same to eliminate the possibility of a personal vendetta involved. The management possibly just needs to build evidence from actual witnesses or victims- IN WRITING!
