Can an apt complex charge you monthly for gas even though there is NO gas in the apt?
This complex I check out does this. I found it strange that with NO meters they still can charge you for GAS along with water(again no meters but I would use water)),trash and sewer.

Not a "legal" answer, but a suggestion .... check with local power company to see if your place USES gas. You might have a gas appliance & not know it.

Is your hot water delivered through a "boiler" system? If so, they can charge you a portion of the gas required to keep the water hot.

Ask PG&E. However if it's stated anywhere in your lease agreement who pays gas and how much;then that is as they say is that. No statement like "landlord cover's water & gas" or "is included" on lease then it's on you. However, no seperate meter, then usage cannot be calculated. Even if it's 0.

Check your lease and see if you are listed as paying for gas on your lease. If so, he could be charging for the utilities in the common areas or a shared hot water system. Regardless, if you agreed to it in your lease, yes he can, if not, no he cant unless he served you a 30 day notice change of terms stating that.
