Is it legal for them to charge tenants for painting regardless of how clean i kep my place?

On my lease it says if i stay a year or less i will be charged $495.00 for my 2 bedroom apartment!!! My deposit was only $400, so your telling me if i stay less than i year i will have a bill at the end of my stay?!?!? Can this be legal?

this backyard is nasty (this is not the only one) a pit bull lives here and the lease says no dogs more that 30lbs this dogs barks ALL the time and at kids too. Yards should be kept up with and its not. ( you cant see but there is dog poo everywhere).
