Why and how do they get away with not having separate meters for apartments?

it seems very unfair and quite retarded if you ask me... Does anyone know why they havent updated to separate meters?

this backyard is nasty (this is not the only one) a pit bull lives here and the lease says no dogs more that 30lbs this dogs barks ALL the time and at kids too. Yards should be kept up with and its not. ( you cant see but there is dog poo everywhere).
