Once the apt. manager excepts a deduction of rent for aps bill,can they then refuse further deduction?

When we moved in we were not told that the 2nd bedroom has restricted air flow, deducing the air temp by 8 to 10 degrees. Management agreed to loan us a portable a/c unit and cover the cost of cooling the room sq. ft. amount of the aps bill. They reduced payments for 2 months and then said no more, just put foil on our windows.

I hope you got the "reduced rent agreement" in writing? It is hard to imagine winning a court case over 8-10 degrees. They actually told you to put foil on the windows?
