I cannot answer present living conditions about the building as I lived there for 5 years approximately 10 years ago. In my opinion it was nice when moved in the place but allowed to run downhill. So the first 3 years were good, but the last 2 not so good. It may have changed in the 10 years since was there.

Positives:
It's a small apartment building - only 26/27 units, so relatively quiet as a rule as not many people.
Parking space - Get one assigned parking space.
Location - in Shrewsbury, right off Route 9 one side facing residential living.
Get dishwasher and garbage disposal and (hopefully) working living room wall air conditioner.
Layout - not a bad inside place. Had an apartment with gallery kitchen and large living room/dining area combination. The bedroom sizes aren't bad. The larger one has a decent closet. Also get an outside storage closet.
Negatives:
The heat is electric. Shrewsbury has their own electric company so the rate is lower than Worcester, but it is still going to run high in the winter. Worst bill was $185 for one month.
Laundry situation - there are only one washer and one dryer for approximately 9 apartments. Unfortunately the washer ONLY runs cold water. I never used the washer while there. Instead would go to a laundromat.
Ammenities - remember, it's a small apartment building so there are no tennis courts and no pool. You basically get the apartment.
Apartment condition - If you do decide to take an apartment, make SURE everything is to your satisfaction. Otherwise you are going to live with a broken window shade, an air conditioner that periodically works, an avocado refrigerator that freezes everything in the back.
Management - it was taken over by the owner's son. I know other people complained because he would manage.
One woman I met only lived there a couple of months due to the noise made in the apartment below her. When she complained, he told her to go talk to the resident. She was able to move due to not have a quiet place.
Another woman had the person accross from her throw his work shoes in the hallway. The manager did nothing; she got to trip over the work boots.

I know there are openings as regularly check craigslist and see Jack Bell listing the apartment. Personally I feel the asking price is a little high for the present market. May be able to 'strike a deal.'

As with any place would check with the police department (Shrewsbury) and see if there have been any problems.
