How do they do their water bills?

I read a review about them dividing it among all the apartments and I have never had a water bill above $40 so I dont want to be paying for someone else.

this backyard is nasty (this is not the only one) a pit bull lives here and the lease says no dogs more that 30lbs this dogs barks ALL the time and at kids too. Yards should be kept up with and its not. ( you cant see but there is dog poo everywhere).
